Veda is considered apauruṣeya and we have internal and external evidence in this regard. The Vedic Mantras, which end up in the vidhi and finally śānti, are perceived by Rishis through yogīpratyakṣam. They are expounded by Rishis like Panini.
Parāvāk does not have any form like varṇa and it is rightly called akṣaram or the imperishable. It is considered the very cause of the evolving universe.
It is at the stage of vaikhārī, which is analyzed by vyākaraṇa, that we have different forms like varṇa, padam, vākyam etc. These are associated with meaning.
The exegeses of Vedic texts, which result in the performance of different rites, called vidhi or karma, have got much to do with vyākaraṇa, the important vedāṅga .
